The Planning stage, which includes “management on providing legal aspects of non-assignable tasks that the employer by itself and its employers implementing”, and “management services of the plan when the employer’s facilities are not sufficient or the project scale is large and complex, the services are awarded to the contractor of planning management”.
The stage of plan execution which includes: “managing the implementation of the plan from their legal non-assignable duties that the employer does it by its employers” and “management and control services including project management services, engineering controls project control and monitoring.
It can be noted that project management services, engineering controls and monitoring can be awarded to the contractor of planning management project.

Services Management plans to complete the construction, operation and proper maintenance of the branches of a project can be concluded as follows:
• Management, coordination and consulting services
• Determination of policies and procedures of project implementation
• Planning, preparation of timetables, monitoring progress and reporting to the employer’s operations
• Coordination and supervision of construction operations
• Control and coordination of the transportation and delivery of materials
• Material and equipment control
• Field inspection, testing and commissioning
• Services exploitation
• Cost estimation and control
• Document preparation
• Quality control and quality assurance
• Assist in the recruitment and training of operational personnel

Responsibilities and delegation of tasks

In other words, according to the definition of Planning and Management Organization, the executor to manage, control and coordinate the projects following approval of the competent authorities, it can delegate all project management responsibilities to a company except employer’s responsibilities that are listed below:
• Acceptance of guarantees and extension orders, releasing , recording or depositing them
• Contract adjustment approval
• Contract period adjustment approval
• Alternations in general specifications, system changes, and main component of the project
• Approval of new prices and fees for additional services
• Approval of the reports of the different phases of study and planning services
• Approval of the interim and final acceptance delivery
• Suspension, termination and breach of contract
• Approval of final statement and the final bill
MC contract costs are about 5 to 10 percent of the EPC projects implementation and given that there are fixed prices in applying MC, by limiting the project scale, the cost percentage of MC projects will be higher than EPC projects.
On the other hand, it is said that using MC for projects costing more than 300 billion Rials would be cost effective.

Since the MC for each construction projects creates extra work for the employer to provide a job description, supervising etc. firstly the MC for each project would not be effective and secondly, if it is mandatory to use MC for the projects, it can be executable that after accurate feasibility study, all of the projects in the agreement with costs higher than 500 billion Rials would be rewarded to MC.
Obviously, in this case, the employer’s responsibility is to monitor MC and completing the tasks that are overthrown form MC.
